  Binali Yildirim
           was Born in Erzincan in 1955. He graduated from the Faculty of Naval Architecture and Marine Engineering at The Technical Universiy of Istanbul with an Msc Degree in 1977.

He studied Maritime Safety Administration at the World Maritime University (WMU) - Malmoe between 1990 and 1991 under the governership of the Internation Maritime Organization ( I M O ) where he was granted Msc degree on Maritime Safety Administration. During his two year stay at WMU, he had several one to six weeks on the job training trips to various Scandinavian and the other European countries and their ports together with the experts of the Maritime Administration for a total of six months.

He was appointed as the General Manager of Istanbul Sea Buses Corporation (IDO) in 1994 and managed the company untill the year 2000. During his task, he supervised important projects for shifting the urban traffic of Istanbul towards maritime modes of transport. IDO became one of the largest firms in this field following the introduction of 29 sea terminals, 22 sea buses and 4 ferries, opening of Istanbul - Yalova and Bandirma lines, and putting into service of Adnan Menderes and Turgut Özal high speed ferries.

Mr. Yildirim was awarded the "Quality in Tourism Award" by Skal International in 1999 because of his contributions to maritime public transportation and tourism.

Mr. Yildirim is a Member of the Parliament since the year-2002 and the Minister of Transport in the 59th Government of the Republic of Turkey. He was re-elected as a Member of Parliament from the province of Erzincan in the general elections held on 22nd July 2007 and continues his post as the Minister of Transport of the 60th Government of Turkish republic.

  Youri Alkalay
           is MSc. in Automation at the Dept. of Automation and Organisation of the Systems at the Technical University - Sofia and achieved postgraduate qualification school in Mathematical aplications in Automation at the same University. He specialized in "Effective management" course at the Management school at the Open University in Sofia.

Mr. Youri Alkalay has experience in the field of Research, Communication and Information Technology Systems which gained at the Central Research Institute for Complex Automation and SMEs.

Mr. Youri Alkalay is currently Director of eGovernment at the Ministry of State Administration and Administrative Reform of Republic of Bulgaria when he is responsible for the overall implementation of eGovernment.

  Hannes Astok
           is the Member of Riigikogu - the Estonian Parliament. He is member of the Committee for Economical Affairs and dealing mainly with information society development, intellectual property and electronic communication regulation issues.

Educated as journalist he started his political career in Tartu, Estonian 2nd largest city, working for the decade for City of Tartu as Deputy Mayor. For period 2005-2007 Mr. Astok was Director of Municipal and Regional e-Governance Program in Estonian e-Governance Academy (www.ega.ee), providing training and consultancy for central and local governments in Central Asia, Caucasus, South-East Europe and other transition countries.

Mr. Hannes Astok is enthusiastic speaker for information society, specially promoting role of local governments.

  Joan Batlle i Montserrat
           Mr. Batlle is MSc on Physical Sciences from Barcelona University. Postgraduate Diploma in ICT Auditory from Polytechnic University of Catalonia and Master Diploma in Information Technology Management from Ramon Llull University (Barcelona).

Mr. Batlle has been at the Barcelona City Council since 1987. He has been the Head of International Projects Department of the Municipal Institute of Information Technology. He has been for 5 years the Technology Co-ordination of Internet services since 1997 as well as Head of European Projects since 2001. He has worked in several technological areas leading in 1991 the adoption of Client/Server Technology now supporting most important internal processes in municipality offices, the creation of the city's web site www.bcn.es in 1995 and the deployment of a Content Management System in 2002 and worked for the Open Source Solution to be adopted by the Municipality. Regarding European Projects he has worked in authentication, authorisation and role Management, digital certification, e-Democracy, and lately in Semantic Web, Natural Language Processing and voice Technology. As a representative of IMI he is attending Eurocities and Major Cities of Europe meetings and conferences as well as participating in different dissemination events.

Involved in all technological areas of ICT since 1984, he has a broad understanding of Government specific problems and ICT challenges for improvements applying innovative Technology in government processes.

  Christian Rupp
           was appointed as the Federal Executive Secretary for the eGovernment initiative of the Austrian Government in spring 2003 and is since autumn 2005 the Spokesperson of the Federal Platform „Digital Austria“ in the Austrian Federal Chancellery, which coordinates the ICT and eGovernment activities between local and national governments, municipalities as well as industries. He is also member of the Advisory Board for Information Society in the Austrian Federal Chancellery, which coordinates the i2010 activities in Austria, as well as in the Advisery Board of saferinternet.at and in the Strategic Consulting Group ICT in the Federal Ministry of Economics and Labour.

Before his activities in the Austrian Federal Chancellery he was nearly ten years long the eBusiness representative of the Austrian Federal Economic Chamber. Beyond that he was Vice-Director Communication and Marketing, Director of the eCenter, Adviser for International Technology- and Know-How-Transfer in the Austrian Federal Chamber Organisation.

In the last fifteen years Christian Rupp was involved in various committees of the EU-Commission, among others in the i2010 High Level Group, eEurope Steering Committe, Management Committee for Pan European Gvernment Services, eSkills working group, as well as evaluator and external supervisor for eEurope initiatives and the IST-Program.

Beyond that he functions for many years as a jury member for different national and international awards, like the United Nations World Summit Award on the Information Society in eContent and Creativity.

As an expert he is author of more than twenty books and key note speaker at numerous national and international conferences as well as universities.

  Stephane Boyera
           is a W3C Staff since 1995. Leading the W3C Device Independence Working Group since 2001, he has been a key participant in the development and launch of the W3C Mobile Web Initiative, managing the Device Description Working Group till the end of 2005. At the same time, Stéphane took also part in the management of the Voice and Multimodal Activities.

Since 2006, he is now leading the W3C work on the Mobile Web for Social Development, which is looking at how to extend the frontier of the Web to make it relevant, usable and useful for rural communities and under-privileged populations of Developing Countries.

Since its launch in janaury 2008, Stéphane is also the manager of the EU FP7 project Digital World Forum (http://www.digitalworldforum.eu ) focusing on the use of ICT to leverage economic development in Africa and Latin America.

  Colm Butler
           is Director of Information Society Policy at the Department of the Taoiseach (Prime Minister of Ireland). In that role he is responsible for coordinating and promoting the public policy agenda for the development of the Information Society in Ireland. The policies are designed to ensure, as far as possible, that modern technologies are universally accessible - that everyone has an opportunity to participate in a society being increasingly impacted by technologies that are opening up new possibilities for innovation in government, commerce and in all sectors of society.

Colm has been a civil servant for over thirty years. He also spent some time in the private sector in the IT industry in Ireland. He is an artist and a regular contributor to a number of publications on issues around technology in government and innovation.

  Michael Bull
          is a Reader in Media and Film at the University of Sussex and has written widely on sound, music and technology. He is the author of Sounding Out the City. Personal Stereos and the Management of Everyday Life (Berg 2000), Sound Moves: iPod Culture and Urban Experience (Routledge 2007) and is co-editor of The Auditory Culture Reader (Berg 2003). He is also the founding editor of The Senses and Society Journal published by Berg. He was until recently a consultant to Portalplayer, California and is a core member of New Trends Forum, a European Think tank funded by Bankinter, Spain.

Marie Munk
          is the Deputy Director General at the National IT and Telecom Agency in Denmark. Marie is 39 years old and has worked with public administration and ICT for the last 10 years in the Ministry of Finance, for the Local Government Denmark (LGDK) and has since 2006 been at the National IT- and Telecom Agency. Marie's educational background is a Master's degree in Economics from the University of Copenhagen and a Master of European Economic Studies from Brugge.

  Ozkan Dalbay
           Dr. Ozkan Dalbay has been the CEO and president of TURKSAT ( Turksat Satellite Communication Cable TV and Operation Inc.) since October 2007.

From 1988 to 2007 Özkan Dalbay worked in the Turkish Social Security Organization (SSK) serving different positions, and assuming higher responsibilities first on the board of internal auditing, and then among the middle and top management in SSK, Dalbay was also responsible from the SSK Health Payment System Project and Social Security Card from 2005 to 2007.

Dr. Dalbay has the certificate of ISO-9001 Quality Management System Auditor. He is also an evaluator for the Turkish National Quality Award in realtion with the European Foundation for Quality Management (EFQM) Excellence Model.

Having pursued his higher education mostly in Istanbul with the degrees of bachelor in 1987, master in 1992, and PHD in 2002, Dalbay's academic work specializes on administration and management of business and public institutions, industrial relations, and information systems. His teaching and research work also reflects his expertise in quality management and health systems.

  Ibrahim Kushchu
           is an expert on management systems and artificial intelligence. Combining his management studies and his expertise in artificial intelligence, Prof. Kushchu has been working for business schools both in the UK and in Japan and teaching various information communication technology courses especially related to electronic business and mobile business. Prof. Kushchu is an internationally recognised and pioneering researcher in developing the mobile government field by bringing into the light the issues related to the use of mobile technologies in electronic government. He has edited and co-edited three books and has a number of publications in various international journals and in the proceedings of reputable conferences. He is also very active in international community of researchers through speaking, organizing, chairing, co-chairing various international conferences, and serving in the committees. He also worked with various multi-national companies including CISCO, NOKIA, and NTT DoCoMo at projects involving educational events, research, and consultancy. Prof. Kushchu holds a first degree (BSc) in management and an MBA. He also has a Master's degree (MSc) in artificial intelligence from the University of Edinburgh, UK. He was awarded a PhD degree in evolutionary artificial intelligence from the University of Sussex, UK.

  Nihat Oktay
           is the vice-president of TURKSAT (Turksat Satellite Communication Cable TV and Operation Inc.), Turkey. Currently, Oktay is also the contract representative of Turksat 3A, the newest satellite of Turkey. Between 2004 and 2007 in TURKSAT he assumed various managerial positions in marketing, sales, finance and satellite operations. Oktay worked as a researcher in the field of finance in Afyon Kocatepe University, Faculty of Economics and Administrative Sciences, Turkey. Having accumulated important professional and academic experience specifically in finance sector, in previous years, Oktay also worked as a consultant of private sector for USA, IFC, and WB.

Having received his MBA degree from Illinois Institute of Technology, Stuart School of Business, Chicago, USA, and his Bachelor's degree from Anadolu University, Faculty of Economics and Administrative Sciences, Department of Business Administration, Eskisehir, Turkey, Nihat Oktay, pursued his doctorate studies in University of Kentucky, Business School, Lexington, USA. With respect to his business and academic experience, Oktay attended numerous seminars and conferences in the fields of management and organization, finance, satellite communication and cable TV broadcasting.

  Sureyya Ciliv
          Sureyya Ciliv, age 49, was appointed as the Chief Executive Officer of Turkcell on January 9, 2007. He served as the CEO of several rapidly-growing multinational high-technology companies so far and has extensive experience in marketing and sales. Since 2000, Mr. Ciliv has held several executive positions in Microsoft Global Sales, Marketing and Service Group in the USA. From 1997 to 2000, he was the Country General Manager of Microsoft Turkey in Istanbul. Mr. Ciliv co-founded Novasoft Systems Inc. in Boston, USA, where he was both the CEO and the Chairman of the Board between 1987 and 1997. Sureyya Ciliv received his MBA degree from Harvard University in 1983. He has Industrial & Operational Engineering and Computer Engineering degrees from the University of Michigan, where he had graduated with honors.

  J.P. Shim
           Dr. J. P. Shim, John Grisham Master Teacher, is Professor of MIS and Director of IBSP at Mississippi State University. He received his PhD from University of Nebraska and completed Harvard Business School’s Executive Education Program.

He taught Information Systems at Georgia State University, New York University, Chinese University of Hong Kong while he was on sabbatical. He serves on senior editor, associate editor, and editorial board/referee for Information Systems journals. He is serving on Wireless Telecommunication Conference as program chair and fellow committee chair.

Professor Shim has received various professional awards, grants and distinctions, including National Science Foundation, Microsoft, Booz-Allen. He is a nine time recipient of the outstanding faculty award at MSU. He has written over 150 research papers in information systems and DSS. Recently, he has served as a program chair for US-Japan e-business conference sponsored by NSF and as a keynote speaker at international ubiquitous and embedded conference. He has lectured in the USA, UK, France, Korea, Kuwait, Hong Kong, Taiwan, Japan, Jamaica, China and Portugal.

  Thomas Rose
           is an Associated Professor for Media Informatics at RWTH Aachen. He is also head of the research group on business process management and decision support at Fraunhofer Institute for Applied Information Technology (FIT), Schloss Birlinghoven, Germany. Over the past years, Thomas Rose has been managing several projects for industrial sponsors and publicly funded research projects at national as well as European level.

           received her MS in Business Computing (Applied Mathematics and Economy) from the University of Ulm in '93. She was project manager for several projects for the EC as well as national funded projects. She is currently also working on her Ph.D. about business models for eGovernment services.

  Gianluca Misuraca
           is an international independent strategic advisor and policy analyst in the area of Knowledge Society development and Governance of ICTs, with focus on the interface between ICTs and management and specialised in the area of Government e-Transformation. He is also a Research Associate at the College of Management of Technology of the Swiss Federal Institute of Technology in Lausanne (EPFL). His research interests are on the area of Foresight Intelligence, with specific focus on the future of e-Government and Mobile Internet services.

Gianluca has written several publications in the domain of ICTs, e-Government, e-Governance and Information Society, being a pioneer in pointing out the paradigmatic shift from e-Government to e-Governance and the need for new institutional designs for enabling a Knowledge Society. He is an invited “visionary” speaker to conferences and workshops worldwide, as well as being member of several Scientific Committees and Guest Editor of prestigious scientific Journals in the area of ICTs and Governance.

Recently, with some friends and colleagues, Gianluca founded KITE International UK LLP a strategic firm “of new generation” active in the area of Knowledge, Innovation, Technology and Empowerment, serving as CEO and Vice President responsible for Corporate Strategy, Innovation & Networking Management.

  Halil Ibrahim Akca
           He was born in Yildizeli in 1963. He graduated from Electronics and Communication Engineering Department of Istanbul Technical University in 1988. He started his career in State Planning Organization (SPO) as Assistant Planning Expert in 1989. He had been in USA for M.A program in Economics in University of Delaware for the years 1992-1994. He became Planning Expert in 1996. He studied "The Effects of Budget Gaps on Inflation" in his graduate education and "Determiners of Exchange Rate in Turkey" in his thesis required for planning expert position.

In his career in SPO, he worked as expert in communications sector and later as project analyst. He worked as adviser to Minister of Finance by the years 1996-1997 and a member of Board of Directors of Pension Fund for Government Employees in 1997. He served as an executive board member of Turkish Development Bank between the years 2003-2007. He studied and instructed project management cycle by 1997-2002.

He has been deputy Undersecretary in SPO since 2002. He is also member of e-Transformation Turkey Executive Board, and Chairman to Northern Cyprus Turkish Republic Technical Committee. Akca is married with three children.
